Background: In 1999, The Church of Jesus Christ of Latter-day Saints purchased from Salt Lake City for $8.1 million dollars a one-block segment of Main Street between South Temple and North Temple streets. After making significant improvements to develop a parklike setting, the Church opened a pedestrian plaza on its land in October 2000. Church-defined behavioral standards for the property, agreed to in the sale contract, have been challenged in federal court.
